Who Governs Artificial Intelligence

Narration script

A place at a discussion is not necessarily a share in decision-making authority. This distinction guides two founder manuscripts in the AI Policy LUB research library: A Seat Without a Say? and Who Actually Governs AI? They examine legitimacy, capacity and participation in global AI governance, with attention to Africa and the Global South. These are private-review manuscripts, not publicly released publications. Read them as contributions to an ongoing inquiry into who makes the rules, who can challenge them, and whose interests shape the outcome.
